Both teams in a thrilling Harare match finished with 374 runs from their 50 overs, which is when van Beek came to the fore.
The all-rounder hit three sixes and three fours from Jason Holder's super over after falling to the final ball of the regular innings for a 14-ball 28 with only a single needed.
The Dutchman then took control, dismissing Johnson Charles and Romario Shepherd with consecutive balls after his fireworks with the bat to determine the outcome after Holder had previously held a stunning catch to eliminate van Beek and force the unusual tie.
After being given the ball, the Windies made a solid offensive showing. Opening pair Johnson Charles and Brandon King (76) combined 101 runs before the former was caught lbw for 54.
Prior to another century stand, this one between Shai Hope and Nicholas Pooran, ending when Hope was caught on the rope trying to bring up a half-century with a maximum, Saqib Zulfiqar dismissed Sharmah Brooks (25) and King (76) in consecutive overs.
Pooran reached his second century in a row before joining forces with Keemo Paul to help the Windies score 61 runs off their final five overs.
Vikramjit Singh (37) and Max O'Dowd (36) of the Netherlands' opening pair contributed 71 runs in 10 overs of their reply, but Roston Chase bowled both as the West Indies clawed back.
After being removed by Akeal Hosein, Wesley Barresi (27) and Bas de Leede (33) kept the Netherlands on track. Teja Nidamanuru and captain Scott Edwards added 143 runs in just 15 overs to set up a fast-paced conclusion.
The game was once again in doubt when centurion Nidamanuru (111), who had replaced Edwards (67), picked out Chase at third man.
Van Beek (14) and Aryan Dutt (16) increased the equation to five runs from as many balls, but Joseph claimed two wickets at the very end to force a super over.
Following his team's highest-ever ODI score, Van Beek led his team to a historic victory in the second attempt.
